Chris Bowen brings over 20 years of experience in web development and Monitoring and Evaluation (M&E). Chris excels at designing, developing, and implementing data-driven M&E systems, including performance-based frameworks and electronic management systems.

Beyond technical expertise, Bowen is a skilled communicator, proven leader and educator. He has developed and delivered training programmes for both national and international organisations, and created operational plans and business management systems for global SMEs.

Bowen delivers innovative solutions to complex challenges. He has developed and implemented crisis management alert systems using modern communication methods, ensuring efficient information dissemination in critical situations.

  1. Extensive Technical Expertise in M&E Systems: Bowen has a proven track record of designing, developing, and implementing data-driven M&E systems. Notably, he served as Systems Developer & Data Management Leader in a UK University, where he developed a comprehensive M&E framework aligned with the Higher Education Statistics Agency’s standards. His work included designing key performance indicators (KPIs), data management platforms, and user-friendly dashboards for real-time analytics. These systems were instrumental in monitoring and evaluating the performance of research, enterprise, and civic mission activities. Additionally, Bowen played a pivotal role in the Enhancement of Immigration Services project for the Barbados Immigration Department, funded by the Caribbean Development Bank. This project involved crafting performance-based M&E frameworks, conducting stakeholder consultations, and implementing electronic management systems. These experiences highlight his proficiency in M&E system design, impact evaluation, and stakeholder engagement, ensuring alignment with the role’s criteria.
  2. Agricultural Sector Knowledge: Bowen currently operates a 165-acre farm in South Wales and also works as an agricultural contractor for multiple farms in South Wales. Through these experiences, Bowen has gained firsthand knowledge of the challenges faced by farmers,  including data management, operational efficiency, and sustainability. To address these challenges, he has developed several scalable farm-based applications that optimise farm operations, demonstrating an innovative use of technology to solve sector-specific problems for small business owners.

Technological Leadership and Education: Bowen is a skilled leader and educator, evidenced by his success in delivering “train the trainer” programmes for organisations such as the Greater Manchester Police and the Barbados Immigration Department. These initiatives equipped internal teams with the skills to sustain digital enhancements, ensuring long-term project viability. Bowen’s ability to develop operational plans and business management systems is evident in his bespoke applications for SMEs. These solutions have streamlined operations, integrated data analysis, and improved decision-making. For instance, his VR training systems and customer management platforms demonstrate his capability to design and deploy impactful digital tools within complex government environments.
